Meet Our Leadership Team
Meet Kathy Fleet
Director, ARC-Baldwin County, Inc.
Kathy Fleet serves as the Executive Director of ARC-Baldwin County, Inc., bringing 40 years of experience in the intellectual and developmental disabilities (IDD) field. With a deep commitment to person-centered care, Kathy leads a dedicated team in delivering high-quality Medicaid Waiver services in a supportive, community-based setting. Her leadership is rooted in both compassion and operational excellence, ensuring that individuals served by ARC-Baldwin County have the resources and support needed to thrive. Kathy holds a degree in Business Administration from Livingston University, a foundation that has guided her strategic and programmatic oversight throughout her career. Her extensive experience and hands-on leadership have helped shape a service culture focused on dignity, person-centered care, and inclusion. Outside of her professional role, Kathy is a devoted family woman who cherishes time with her son, daughter-in-law, and three grandchildren. Whether cheering from the sidelines at her grandsons’ baseball games or supporting her granddaughter on the volleyball court, Kathy’s love for her family is evident in all she does.
Meet Heather Gisczinski
Assistant Director, ARC-Baldwin County, Inc.
Heather Gisczinski serves as the Assistant Director at ARC-Baldwin County, Inc., a nonprofit organization dedicated to providing high-quality services and support to individuals with intellectual and/or developmental disabilities (IDD). With over 22 years of experience in the IDD field, Heather brings a deep commitment to person-centered care, operational excellence, and continuous improvement in service delivery. Heather holds a Bachelor of Arts degree in Psychology with a minor in Sociology from the University of South Alabama, and is also a Medicaid Waiver Billing Specialist for ARC-Baldwin County, Inc. In addition to her administrative leadership, she played a pivotal role in modernizing the agency’s documentation practices by leading the successful agency-wide implementation of the Therap electronic documentation system in 2015, an essential tool designed specifically for IDD providers. Originally from Erie, Pennsylvania, Heather began her career in direct support at the Barber National Institute, gaining firsthand experience in providing compassionate, hands-on care. Her progression from direct service to leadership reflects her deep understanding of the field and her dedication to advancing the mission of organizations that serve individuals with developmental disabilities. Heather’s expertise, combined with her long-standing dedication to advocacy and service, continues to make a meaningful impact at ARC-Baldwin County and the broader IDD community.
